MOST RECENT FLAGSHIP MINISTRY OF EDUCATION (MoE) INITIATIVES 📖

1

CONCEPT 1: PM SHRI (PM SCHOOLS FOR RISING INDIA)

Core Principle/Rule: PM SHRI is a Centrally Sponsored Scheme to upgrade existing government schools into exemplar institutions that showcase the full, ground-level implementation of NEP 2020.

Key Facts:

  • Scope: The scheme will upgrade over 14,500 existing schools managed by the Central Government, State/UT Governments, and local bodies (including KVs and JNVs).
  • Green Schools: A mandatory component — solar panels, LED lighting, nutrition gardens, natural farming practices, etc.
  • Duration: Approved for a period of 5 years (from 2022-23 to 2026-27).
⚠ UPSC TRAP / WATCH OUT:

The most common PYQ trap is a statement claiming:

"The Government will construct 14,500 brand new, state-of-the-art PM SHRI school buildings across the country."

This is a massive trap.

The scheme strictly mandates the UPGRADING OF EXISTING SCHOOLS, not the construction of new ones from scratch.

CONCEPT 2: APAAR (AUTOMATED PERMANENT ACADEMIC ACCOUNT REGISTRY)

Core Principle/Rule: Driven by NEP 2020, APAAR is the "One Nation, One Student ID" initiative. It acts as an educational Digilocker, creating a lifelong digital registry of a student's learning journey from pre-primary to higher education.

Key Facts:

  • The ID Structure: Generates a unique, lifelong 12-digit ID for every student.
  • ABC Linkage: Directly linked to the Academic Bank of Credits (ABC), allowing seamless storage and transfer of credits if students change schools or universities.
  • Consent Mandate: For minors, creation of an APAAR ID requires explicit, written consent of the parents, which can be withdrawn at any time.
⚠ UPSC TRAP / WATCH OUT:

Commission often tests APAAR against PEN (Permanent Education Number).

  • PEN is generated through UDISE+ for school administrative tracking.
  • APAAR is a broader, student-facing registry linked to ABC and Aadhaar.

Another trap: Options claiming APAAR is "mandatory for all students without exception".

Due to parental consent for minors, it is a voluntary opt-in process.

CONCEPT 3: ULLAS (UNDERSTANDING LIFELONG LEARNING FOR ALL IN SOCIETY)
(also known as Nav Bharat Saksharta Karyakram)

Core Principle/Rule: ULLAS is the government's revamped approach to adult education, completely replacing the outdated "Adult Education" terminology with "Education for All".

Key Facts:

  • Age Bracket: Strictly targets non-literates aged 15 years and above.
  • Five Pillars:
    • 1
      Foundational Literacy and Numeracy
    • 2
      Critical Life Skills
    • 3
      Vocational Skills
    • 4
      Basic Education
    • 5
      Continuing Education
  • Volunteer-Driven: Implemented through volunteerism (DUTY - Kartavya Bodh), utilizing students from schools and HEIs as teachers.
⚠ UPSC TRAP / WATCH OUT:

A PYQ scenario asks to identify the target demographic for ULLAS.

Distractor options often include "School dropouts between the ages of 6 to 14" (which falls under RTE Act).

Strict legal & administrative parameter for ULLAS is 15 YEARS AND OLDER.

CONCEPT 4: VIDYANJALI 2.0 PORTAL

Core Principle/Rule: Vidyanjali is a school volunteer management program designed to facilitate community and private sector involvement in government and government-aided schools.

Key Facts:

  • CSR Integration: Acts as the official bridge for Corporate Social Responsibility (CSR) funds, alumni, and community members to contribute directly to schools.
  • Two Modalities:
    • 1
Participating in school services/activities (e.g., mentoring, conducting art classes).
    • 2
Sponsoring assets/material equipment (e.g., donating ceiling fans, computers, library books).
  • No Legal Claim: Volunteers cannot claim any permanent employment or remuneration based on services rendered through the portal.
⚠ UPSC TRAP / WATCH OUT:

A situational trap: A Principal uses Vidyanjali portal to "hire contract teachers on a temporary payroll to fill a 10% staff vacancy".

This is an administrative violation.

Vidyanjali is strictly a VOLUNTARY/PHILANTHROPIC PORTAL; it cannot be used as an official recruitment mechanism to hire paid, contracted staff.
