UPSC Education Policy Revision

National Education Policy (NEP) 2020

A compact map of the new school structure, foundational learning, institutional bodies, school clusters and financial commitments.

★ Weightage: 5 Questions

Four Core Concepts

Concept 01

The 5+3+3+4 Curricular and Pedagogical Structure

Core principle/rule: NEP 2020 abandons the traditional 10+2 system in favour of a 5+3+3+4 design that corresponds to children's cognitive-development stages, formally integrating Early Childhood Care and Education (ECCE) into the schooling framework.

Key facts

  • Foundational Stage (5 years): Ages 3–8; three years of Anganwadi/Pre-school/Balvatika followed by Classes 1 and 2 in primary school. Focus: play-based and activity-based learning.
  • Preparatory Stage (3 years): Ages 8–11; Classes 3–5. Introduces light textbooks, reading, writing and foundational mathematics.
  • Middle Stage (3 years): Ages 11–14; Classes 6–8. Introduces abstract concepts in sciences, mathematics, arts, social sciences and humanities.
  • Secondary Stage (4 years): Ages 14–18; Classes 9–12. Characterised by multidisciplinary study, greater critical thinking and student choice of subjects.
Concept 02

FLN — Foundational Literacy and Numeracy

Core principle/rule: The education system's highest priority is universal foundational literacy and numeracy in primary school. The rest of the policy becomes irrelevant if this basic foundation is not achieved.

Key facts

  • The target: Every child must attain FLN—the ability to read and comprehend basic text and perform basic addition and subtraction—by Grade 3.
  • Implementation vehicle: The Ministry of Education launched the NIPUN Bharat Mission—National Initiative for Proficiency in Reading with Understanding and Numeracy—specifically to achieve this target.
Concept 03

Institutional Bodies — PARAKH, SSSA, NRF

Core principle/rule: NEP 2020 restructures the regulatory and assessment landscape to separate standard-setting from school operations.

Key facts

  • PARAKH: Performance Assessment, Review, and Analysis of Knowledge for Holistic Development. A standard-setting body under NCERT that establishes norms, standards and guidelines for student assessment and evaluation across all recognised school boards in India.
  • SSSA: State School Standards Authority. An independent, state-wide regulatory body ensuring all public and private schools meet basic minimum standards. It prevents the Department of School Education from being both school operator and regulator.
  • NRF: National Research Foundation. An apex body created to seed, fund and build a culture of high-quality research across universities and colleges.
Concept 04

School Complexes and Financial Targets

Core principle/rule: To overcome the isolation of small schools and optimise resources, NEP 2020 advocates physical and administrative clustering of schools.

Key facts

  • School Complexes / Clusters: One secondary school grouped with other lower-grade schools in its neighbourhood, usually within a 5–10 km radius. They share resources such as libraries, science laboratories and specialist teachers—for example, art and music teachers.
  • 6% GDP target: The policy strongly reaffirms that public investment in education must reach 6% of GDP at the earliest.
  • Academic Bank of Credit (ABC): A digital repository holding academic credits earned from recognised Higher Education Institutions, enabling seamless transfer and multiple entry/exit points in degree programmes.
