1

The Fundamental Nature of TA (SR 15)

Core Principle/Rule: Travelling Allowance is strictly compensatory. SR 15 grants it to cover expenses incurred by a government servant travelling on official duty; it must never be structured as a source of profit.

Key Facts:

  • An employee’s Headquarters is their normal sphere of duty. Travel must be beyond a prescribed radius, usually 8 km, to qualify for standard TA/DA.
  • TA is drawn according to the employee’s 7th CPC Pay Level at the time of the journey.
  • The journey must be approved by a competent Controlling Officer, who may disallow claims deemed unnecessarily expensive or outside public interest.

Daily Allowance (DA) and Time Slabs

Core Principle/Rule: DA covers hotel, food, and local travel expenses while on tour. It is calculated from the exact hours of absence from Headquarters, not paid as a flat daily rate.

Key Facts:

  • Absence: Calculated from exact departure from the Headquarters station to exact return to that station.
  • Time Slabs:
  • Less than 6 hours: 30% of lump-sum DA.
  • Between 6 and 12 hours: 70%.
  • More than 12 hours: 100%.
  • Free Boarding/Lodging: If government or host provides both, DA is drastically reduced, usually to 25% for incidental expenses.
3

Composite Transfer Grant (CTG)

Core Principle/Rule: On transfer in public interest, CTG covers immediate un-itemized costs of relocating the family and establishing a new residence.

Key Facts:

  • Standard CTG (Distance > 20 km): Where the station changes by more than 20 km, CTG is 80% of last month’s Basic Pay.
  • Short-Distance CTG (Distance < 20 km): Within the same station or under 20 km, CTG is restricted to one-third (33.33%) of Basic Pay, only where an actual physical change of residence is required.
  • Transfers on Request: CTG is absolutely not admissible where transfer is requested for personal reasons; it is only for transfers in public interest.
4

Transportation of Personal Effects & Conveyance

Core Principle/Rule: On transfer, government reimburses household goods and personal vehicles subject to weight limits tied to the employee’s Pay Level.

Key Facts:

  • Weight Limits: Level 12 and above are generally entitled to transport up to 6,000 kg by goods train or road; lower pay levels have lower caps such as 3,000 kg or 1,500 kg.
  • Vehicle Transport: Entitlement permits either one motor car OR one motorcycle/scooter, according to Pay Level.
  • Family Definition for TTA: Family must be wholly dependent on and residing with the servant. If family travels separately, the journey must generally occur within six months before or after the transfer date.
